New City Ordinance - UTVs, Golf Carts, and ATVs

To operate a utility vehicle (UTV) or golf cart within Odessa city limits, you must purchase a special permit per vehicle. These permits shall be issued annually at City Hall and must be affixed to the vehicle in a visible location. The fee is $15.00 per permit and proof of insurance must be provided at the time of purchase. 

All-terrain vehicles (ATVs) are no longer allowed to be used except in the following instances: 1) a special event approved by the Board of Aldermen, 2) snow removal, and 3) property or lawn care maintenance. In addition, a special permit must be purchased for $15.00, but this permit will only be issued to individuals who had an active ATV permit with the City prior to October 1, 2018.
