The City of Odessa provides electric, water, sewer, and trash services.

Electricity


Residential

  • Base Charge is $18.00 per month.
  • Usage is charged at $0.0965 per kWh.

Commercial

  • Base Charge is $37.00 per month.
  • Usage is charged at the rate of $0.1125 per kWh used.

Industrial

  • Base Charge is $49.00 per month.
  • Usage is charged at the rate of $0.0925 per kWh used.
  • Demand charges are $7.12 per kWh.

Water 


$23.278 per month plus $0.55 per 100 gallons of water used.


Sewer


$44.49 per month plus $0.655 per 100 gallons of water used.

Trash Collection and Recycling


 All residential customers are required to pay for trash and recycling. The rate is $12.80 per month. 


Utility Billing and Collection Procedures


Utility meters are read around the middle of each month. All utility bills are mailed on the last business day of each month and are due by the 15th, after which there will be a late fee of 5% assessed. Payment is required on or before the 20th, and Disconnect Day will be the first business day after the 20th. Once a disconnect order for non-payment has been issued, you will be required to pay the reconnect fee, even if the services has not yet been disconnected. The reconnect fee is $50.00 during regular business hours and $100.00 after hours. If disconnected, the full utility bill plus the reconnect fee must be paid in order for service to be reconnected.

Paying Your Utility Bill


You can pay your utility bills at City Hall during normal business hours with cash, check, or money order. There are also drop boxes at the front and back of City Hall that may be used after hours. We also accept Visa, MasterCard, Discover, or American Express. You may pay with a credit card at City Hall or online at https://certifiedpayments.net/index.aspx. There will be a convenience fee added to every credit/debit card transaction. The convenience fee is 2.85% of the charge with a minimum fee of $2.00 per transaction. The City of Odessa provides this service as a convenience only and makes no money from the convenience charges which are paid directly to the credit card processor at the time of transaction.
