The Odessa Board of Aldermen participated in a strategic planning retreat in June of 2025. This Strategic Priorities Report offers descriptions of workshop activities and outcomes. In addition, following the retreat, city staff developed action steps to address the board’s top priorities. These action steps are captured in Exhibit A: Implementation Plan of the summary report along with measures of success that may be used to communicate progress to the public.
