The City of Odessa is committed to working in partnership with its citizens to maintain a well-kept and appealing community. Our property maintenance ordinances are intended to promote the health, safety, and welfare of the citizens of Odessa. This includes protecting neighborhoods against hazardous and deteriorating conditions that contribute to the degradation of property values. In addition to our City Ordinances, we adopted the 2012 International Property Maintenance Code in August of 2017. Through a cooperative effort, we can maintain property values and create a better quality of life within Odessa.
If you have a concern regarding abandoned vehicles, suspected code violations or yard maintenance please use the Cloudpermit Online Portal. You may also reach out to our Codes Enforcement Officer by calling 816-633-7575.

Why is a tree maintenance program important for Odessa?
It will help transition property maintenance from a reactive emergency to a proactive strategy. By scheduling regular tree inspections and pruning, residents can identify potential hazards like decay or weak limbs BEFORE they cause costly damage or pose a risk to property and neighbors. In addition, consistent care promotes the health and longevity of the trees, ensuring they remain a beautiful part of the Odessa community for years to come.
What are the primary responsibilities of residents in regards to trees on their property?
What are the benefits of a tree maintenance program?
Safety Hazards - Dead branches/trees have the potential to fall causing damage and/or injuriy.
Fire Hazards - Dead trees tend to dry out and be more likely to catch fire in dry conditions.
Pest Infestation - Dying/dead trees attract termites, carpenter ants, and beetles that may migrate to your home.
Property Value and Liability - Dying/dead trees are unsightly and reduce curb appeal and home value and increase the possibility of damaging other's property.
Disease Spread - Removing a diseased tree can save the entire neighborhood's canopy.
Structural Integrity - Trimming dead branches strengthen the overall integrity of the tree by promoting health growth.
Air Flow and Shade - Health, leafy trees can provide significant shade, reducing local heat zones and lowering cooling bills.
Aesthetics - Trimming trees maintain their natural beauty, help control size, and improve curb appeal.
Easier Storm Damage Clean Up - Trimming dead limbs can decrease clean up time/effort spent after a damaging storm.
