Sidewalk Project

The Downtown Sidewalk construction started on March 30,2026 and will be completed by December 31,2026 as stated in the contract. 

 The purpose of the project is to: 

  • Enhance pedestrian safety while modernizing the infrastructure and improving the aesthetic appeal of the downtown center for future generations
  • Achieve ADA compliance and connectivity/walkability
  • Implement traffic calming infrastructure
  • Replace deteriorating sidewalks and curb and gutter
  • Improve stormwater management
  • Modernize underground infrastructure
  • Address existing safety concerns for all residents and business users
  • Install decorative lighting/bollards for community festivities

The project will be completed in phases to help minimize disruption and maintain access to downtown businesses and properties.


The team working on site daily to keep the project running smoothly include:

Troy Ailor – Project Manager, Kat Excavation Inc.

Troy is a lifelong Odessan and has been with Kat Excavation for 13 years. He’ll be leading the work on the ground and is committed to keeping the project moving efficiently while minimizing disruption to downtown businesses and residents.

Scott Vilas – Senior Project Manager, Navigate Building Solutions

Scott helps oversee the project on behalf of the City, ensuring everything stays on track and aligned with project goals from start to finish.

Ghassan Tabyah – Construction Site Inspector, CFS Engineers

Ghassan will be on site providing day-to-day construction inspection, ensuring ADA-compliant sidewalks and ramps, quality workmanship, and safe access for businesses and pedestrians throughout construction.
