Building Permit Information

Overview/Purpose

The City of Odessa requires building permits to ensure that construction, remodeling and development projects meet safety standards and follow local building codes. Permits help protect property owners, future occupants and the community by ensuring work is completed safely and properly. The City of Odessa has adopted the 2012 International Building Code

When a Permit is Required

A permit is required for most construction or alteration work, including: 

  • New buildings or additions
  • Garages, decks, and accessory structures
  • Structural changes and remodels
  • Electrical, plumbing and mechanical installations or upgrades
  • Roofing, siding or window replacements (if structure elements are affected)
  • Separate permits are required for fencing, demolition, sign and pool installation

Building Permit Process

1. Submission of Building Permit to Community Development Coordinator, along with a set of building plans, including a site plan that shows dimensions of the lot to be built upon, per recorded plat, including size, shape, and location of present and proposed buildings. Applications are available electronically below or at City Hall. 

2. Building Plan Review by IBTS - This step of the process can take approximately 2-4 weeks, depending on the size of the project and permit capacity of staff. 

3. Plan Review by City Public Works - This step requires each City Utility Department to review the plans and will take approximately 1-2 weeks. 

4. Plan Review by DNR for Land Disturbance Permit - This step is only applicable to land over 1 acre and is subject to DNR's timeline. 

5. Plan Review by MoDOT - This step allows for MoDOT review of proposed egress and is only required if a property is adjacent to MoDOT right-of-way and is subject to MoDOT's timeline. 

6. Inspections by IBTS - Inspections must be scheduled at least 24 hours in advance and are warranted for the phases of work listed under "Schedule a Building Inspection."

7. Temporary Certificate of Occupancy / Certificate of Occupancy - This is the final step in the process. 

Building Permit Application

Applications can be found below or at City Hall. Completed applications must be submitted to the Community Development Coordinator and can require 1-6 weeks, depending on the size of the project and permit capacity of staff. 

Site/Plot Plan Requirements 

A Site Plan is required for all building permits. For residential construction, plans shall be prepared by a registered design professional. The plan provided should be clear and detailed enough so the plan reviewer can determine that all Zoning and Building Code requirements are in compliance with City ordinances. A site plan shall give the following information:

  • Show North arrow and drawing scale
  • Show all easements with dimensions
  • Show proposed building setback lines
  • Location of property by address of legal description
  • Locate all existing buildings and structures on the property
  • Indicate proposed use of the property 
  • Indicate method of handling stormwater 
  • Indicate proposed location of water and sewer taps
  • FOR COMMERCIAL STRUCTURES, THE SITE PLAN MUST CONTAIN THE SEAL OF A REGISTERED ENGINEER

Building/Construction Plan Requirements

Building/Construction Plans are required for all livable dwellings. Commercial and multi-family dwelling Building/Construction Plans require the seal of a qualified engineer or architect registered in the State of Missouri. 

Building Permit Information

No building or structure shall be erected, altered, added to, or deleted until a permit has been issued by the Community Development Department. Except upon a decision by the Board of Adjustment, no such building permit shall be issued for any building where said construction, addition or alteration, or use thereof would be in violation of the City's Zoning Code.

It is a violation of the City Code to begin construction without having obtained all required permits. Failure to obtain a building permit may result in the assessment of a double permit fee and requiring the contractor to remove construction for which required inspection fees have not been paid. No inspection will be made until required permits have been obtained. 

Separate permits are required for each construction job. 

Permit Expiration 

  • Every permit issued shall be valid for 180 days only
  • Permits for exterior work shall be limited to a 180-day duration from the date of issuance 
  • Permits for new residential construction shall be limited to a 180-day duration from the date of issuance
  • Permits for commercial or industrial shall be limited to a two-year duration for projects of 50,000 square feet and under

Craftsman License / Building License

All contractors and subcontractors are required to have a City business license to complete work within Odessa city limits. 

A Craftsman license is required as a prerequisite to obtaining electrical, mechanical, and plumbing permits, with the following exceptions: 

  • The contractor has a valid master or journeyman trade license
  • The owner of a single-family dwelling is conducting the work
