Schedule a Building Inspection

All building inspections within the City of Odessa are performed by the Institute for Building Technology & Safety (IBTS), a third-party inspection agency contracted by the City.

Scheduling an Inspection

• All inspections must be scheduled in advance.
• Same-day inspections are not available.
• A minimum of 24-hour notice is required.
• Inspection must be submitted before 2:00 PM (Monday–Friday) the day before to ensure an inspection the next business day.

Project address

Permit number

Type of inspection requested

Preferred time of day (AM or PM)

Contact name and phone number

The inspector will call you directly to schedule a specific time.

Required Inspection Phases

Inspections are required at the following phases of work, as applicable:

Building Inspections

Footing Inspection
Conducted after excavation and before concrete is poured to verify footing size, depth, reinforcement, and soil conditions.

Foundation Inspection
Performed prior to backfilling to verify foundation walls, reinforcement, anchor bolts, and waterproofing.

Ground Rough Plumbing Inspection
Performed after underground plumbing is installed but before it's covered with dirt or concrete.

All Trade Rough-In Inspection
Performed prior to drywall, covering all major building trades (framing, plumbing, electrical and mechanical) after rough installation but before anything gets covered up. 

Final Building Inspection/Certificate of Occupancy
Conducted once all building components are complete to verify the structure meets all applicable building codes.
Confirms the building is safe for use and ready for occupancy prior to issuance of a Certificate of Occupancy.

Electrical Inspections

Service Inspection
Verifies proper installation of the electrical service, meter base, grounding, and service equipment.

No occupancy will be allowed without a Final Inspection and issuance of a Certificate of Occupancy.
