Schedule a Building Inspection


All building inspections within the City of Odessa are performed by the Institute for Building Technology & Safety (IBTS), a third-party inspection agency contracted by the City.

Scheduling an Inspection

  • All inspections must be scheduled in advance.
  • Same-day inspections are not available.
  • A minimum of 24-hour notice is required.
  • Inspection must be submitted before 2:00 PM (Monday–Friday) the day before to ensure an inspection the next business day.

Permit number

Type of inspection requested

Preferred time of day (AM or PM)

The inspector will call you directly to schedule a specific time.


Required Inspection Phases

Inspections are required at the following phases of work, as applicable:

Building Inspections

Footing Inspection
Conducted after excavation and before concrete is poured to verify footing size, depth, reinforcement, and soil conditions.

Pier Inspection
Required before concrete placement to confirm pier depth, diameter, reinforcement, and placement.

Foundation Inspection
Performed prior to backfilling to verify foundation walls, reinforcement, anchor bolts, and waterproofing.

Slab Inspection
Conducted before concrete is poured to verify vapor barriers, reinforcement, plumbing, and electrical components within the slab.

Framing Inspection
Performed after framing is complete and prior to insulation or drywall to verify structural integrity, wall framing, roof framing, and fire blocking.

Drywall Inspection
Conducted after drywall is installed but before finishing to ensure proper installation, fastening, and fire-rated assemblies where required.

Final Building/Occupancy Inspection
Conducted once all building components are complete to verify the structure meets all applicable building codes.
Confirms the building is safe for use and ready for occupancy prior to issuance of a Certificate of Occupancy.

Electrical Inspections

Service Inspection
Verifies proper installation of the electrical service, meter base, grounding, and service equipment.

Ground Rough Inspection
Conducted before concrete placement to verify grounding electrodes and underground electrical components.

Top Rough Inspection
Performed after wiring is installed and before insulation or drywall to verify proper wiring methods, box placement, and circuit protection.

Bonding Inspection
Verifies all required bonding of metal systems, equipment, and grounding components.

Final Electrical Inspection
Conducted after all electrical fixtures and devices are installed and operational.

Mechanical Inspections

Rough-In Inspection
Conducted after mechanical systems are installed but before concealment to verify ductwork, equipment placement, and connections.

Range Hood Inspection
Verifies proper installation, venting, and clearance of kitchen exhaust systems.

Final Mechanical Inspection
Conducted after system installation is complete to confirm proper operation and code compliance.

Plumbing Inspections

Ground Rough Inspection
Conducted before concrete placement to verify underground plumbing piping and connections.

Top Rough Inspection
Performed after plumbing lines are installed and before concealment to verify piping, venting, and system layout.

Final Plumbing Inspection
Conducted after fixtures are installed and operational to verify proper function and code compliance.

Test / Service Inspection
Verifies pressure testing and proper operation of plumbing systems.

Utility Inspections

Water Inspection
Verifies installation and connection of water service lines.

Gas Inspection
Verifies installation, testing, and safety of gas piping and connections.

Sewer Inspection
Verifies proper installation and connection of sewer service lines.
