The City of Odessa is committed to working in partnership with its citizens to maintain a well-kept and appealing community. Our property maintenance ordinances are intended to promote the health, safety, and welfare of the citizens of Odessa. This includes protecting neighborhoods against hazardous and deteriorating conditions that contribute to the degradation of property values. In addition to our City Ordinances, we adopted the 2012 International Property Maintenance Code in August of 2017. Through a cooperative effort, we can maintain property values and create a better quality of life within Odessa.

The City of Odessa provides electric, water, sewer, and trash services.
The payment process is easy with multiple ways to pay your utility bill! You can pay online by clicking the link below. Choose how you want to pay:
NOTE: E-checks will have a $1.95 fee applied.
A 3.5% convenience fee will be applied to all electronic and card payments, including in-person, online, and auto-pay.
Cash or checks in person, and a 24/7 drive-thru drop box located behind City Hall is also available.
