All rates are as of April 1st, 2024. 

ELECTRICITY

Residential

  • Base Charge is $20.26 per month.
  • Usage is charged at $0.0977 per kWh.

Commercial

  • Base Charge is $41.64 per month.
  • Usage is charged at the rate of $0.1288 per kWh used.

Industrial

  • Base Charge is $55.15 per month.
  • Usage is charged at the rate of $0.0972 per kWh used.                      
  • Demand charges are $7.12 per kW.

Demand Primary Metered General Service

  • Base Charge is $66.40 per month.
  • Usage is charged at the rate of $0.0922 per kWh used.
  • Demand charges are $7.12 per kW.
In addition to the above charges, a Fuel Adjustment Charge may be applied each month based on the amount of electricity the city has to purchase.

Energy Cost Adjustment (ECA) is a monthly calculation that appears on a customer's utility bill based on their electric usage. While the CIRA only changes once a year (see below), the ECA fluctuates monthly and may at times appear as a credit on the customer's bill and at other times will appear as a charge. The purpose of this charge is to take into account the fluctuation of the cost of commodities necessary for energy production.

WATER

$26.99 per month plus $0.55 per 100 gallons of water used. 

WASTEWATER

$44.49 per month plus $0.655 per 100 gallons of water used.

In addition to the above charge, each month a Capital Improvement Rate Adjustment (CIRA) will be assessed on each bill where water and wastewater are used. This CIRA is currently $9.64 and is reevaluated annually. In 2019 voters approved a bond that was utilized to replace, repair, and update the sewer system in the City of Odessa. This CIRA fee was also approved by voters to pay off the bond.

TRASH

All residential customers are required to pay for trash and recycling. The rate is $20.04 per month. For more information about waste management and recycling, please click here.
