Utility Rates

All rates are as of April 1st, 2026. 

ELECTRICITY

WATER

$28.63 per month plus $0.55 per 100 gallons of water used. 

WASTEWATER

$44.49 per month plus $0.655 per 100 gallons of water used.

In addition to the above charge, each month a Capital Improvement Rate Adjustment (CIRA) will be assessed on each bill where water and wastewater are used. This CIRA is currently $8.98 and is reevaluated annually. In 2019 voters approved a bond that was utilized to replace, repair, and update the sewer system in the City of Odessa. This CIRA fee was also approved by voters to pay off the bond.

TRASH

All residential customers are required to pay for trash and recycling. The rate is $21.67 per month. For more information about waste management and recycling, please click here.
